Providence police: Jailed man set fire to shirt because he wanted a drink of water

PROVIDENCE, R.I. (WPRI) – Providence police say a man who was already in a holding cell set fire to his shirt early Friday morning because he wanted a drink of water.

Stephen Silva, 44, was being held on a disorderly conduct charge when he asked a detention officer for a drink, according to a police report. When the officer returned, a black shirt was on fire just outside of Silva’s cell. The cup of water was used to extinguish the small fire.

Silva, who is also accused of defecating in his cell and pushing the feces under the door, showed the officer a lighter when asked how the fire was set.

Police transferred Silva to a different cell. He was charged with arson.
